"Report a bug in ..." link on bug page is hard to find

Bug Description
On the page for an individual bug, I find it very difficult to find the link in the Actions portlet to report another bug. This is despite the fact I *know* it is there, I still find I have to scan the list of actions multiple times to find it, wondering if I'm going mad.
I think there's a couple of contributing factors. One is that the list of "Actions" is very long, and "Report a bug in Foo Bar Baz" is near the bottom of the list (even though I use that bug "action" far more often than any of the others). Another is that it is the only action that is not actually an action on the displayed bug. Another is that it is the wordiest action link (particularly with project names like "Launchpad Bazaar Integration" that are already overflowing with syllables), so my eyes tend to slide off it without reading it (I think it perhaps that may be because I'm expecting to see the just the phrase "Report a bug", so anything with that many words is subconsciously ignored).
I think I would find it much easier to find the bright red "Report a bug" image used on other pages, although maybe that's overkill. I think it is common to report bugs at a time (I certainly tend to do that), so I think it makes sense to make it easy to file another report right after completing a previous one. Perhaps put a link in the "Thank you for your bug report" message? That would make it easy for people on a filing spree, without interfering with people that are simply browsing existing reports.

This also seems to be somewhat inconsistent across Launchpad, for example individual specifications don't have a "Register a specification" action link.
