Bug Description
Ratelimit plugin isn't coded to cope with having different instances in each place.
A single cron registration is made that keeps being overwritten by subsequent instances.
The result is that ratelimit doesn't behave as expected - cruically once messages start being limited the queue will not get drained (i.e. resource leak and dropped messages)
