MATE + multiple Window List panel + multiple monitors = not all windows show in list

Bug Description
Version:
v15 + MATE, 64bit
Steps to reproduce:
* Add second Window List to primary monitor panel
Result:
Only windows on primary monitor will appear in either Window List panel.
Expected Result:
Both Window Lists would show all windows from all monitors.
Frequency:
Always
Other information:
Using xinerama with two Nvidia cards, nvidia-304-updates driver & 3 monitors.
Adding a Windows List panel to panel on second monitor has a similar affect; all Window Lists will only show windows from the same monitor of the panel they're on.
