Bug Description

A problem with using the minidom parseString in the V2 API version of security groups (bug 1190229) was fixed in commit 0ef2c55d804e0dab58cb5419a0cafd6a805315c7 but the V3 API version of security groups was missed. This should also have the same fix applied.
