skipTo maethod in SobolRsg class

It appears that this method should be equivalent to the skipTo function in (C++) QuantLib, but there's a difference in Line 1641.

I have changed it to

                    integerSequence[k] ^= directionIntegers[k][index];

and it works very well (after making the method public).
