Start managing ~gerrit2/.ssh/ contents in puppet

Bug Description
While setting up a host that needed the gerrit2 user to ssh to it, it was discovered that the contents of ~gerrit2/.ssh/ are not currently managed by puppet.
Public and private key have been added to hiera as:
gerrit_
gerrit_
Next need to add stanzas to puppet to actually populate the key files and work on getting known_hosts set up via puppet.

Add replication key for gerrit from hiera
The ssh key in ~gerrit2/
ssh-based replication is currently just kinda there by hand. Add management
of the files there.
