Bug Description

The script 'first-boot.d/99-setup' in element 'hadoop' executes then you boot image (create instance with image). This variable sets then you build image on your host system, but is doesn't available on first boot of image. So, then image is booting variable 'WORKAROUND_BUG_1204824' doesn't exist and command 'setengorce 0' doesn't execute.
