touch_ro upgrade test needs to report results

Bug Description

Presently the touch_ro upgrade test does not output any results. Typically, tests will output a yaml file with their results. Due to not providing any results, the dashboard shows the job as a failure. This is due to the fact that typically, when a job is missing a yaml file, it means that the job failed early on, so no tests were run.

Max is looking at reboot support in run_utah_phablet.py. This means we could covert this test to really run in UTAH and generate a YAML.
