Bug Description

After merging the logging settings into qa_dashboard.settings (https://code.launchpad.net/~cjohnston/qa-dashboard/ci-logging-reqs/+merge/177610) as requested we are now getting the following email every hour:

This is unacceptable and needs to be fixed ASAP. On a successful import we should not be getting any emails with any data.
