Bug Description
Binary package hint: gnome-panel
Simply put some icon on your panel from the menu (I had Firefox, terminal and Sauerbraten) and then reboot. The order of them will change.

I use Gnome Panel for years and nothing ever happened to me like this. Please try to attach screenshots or give some hints how this could be reproduced.
