xenapi: agent not inject ssh-key if cloud-init
It is possible to have an image with both the xenapi agent and
cloud-init present. In this case, we should not attempt to inject and
ssh-key using the agent, as this will be handled by cloud-init.
Cloud-Init is assumed to be present when the image has the property
"cloud_
