Bug Description

We currently have Nagios checks in place for most OpenStack services. However, since Swift is an optional component, we never added a Nagios check for Swift health. We should add one to installations where Swift is present. There are a couple of check scripts we can probably leverage:

https://platform.swiftstack.com/docs/integration/nagios/nagios_plugin_scripts.html
http://exchange.nagios.org/directory/Plugins/Clustering-and-High-2DAvailability/check_swift/details
