webbrowser-app-assets overwrites file from webbrowser-app

Bug Description

During the check job of daily-release, we noticed the following message:

/var/log/upstart/otto-setup.log: Selecting previously unselected package webbrowser-app.
/var/log/upstart/otto-setup.log: Unpacking webbrowser-app (from .../webbrowser-app_0.21+13.10.20130730-0ubuntu1_i386.deb) ...
/var/log/upstart/otto-setup.log: Selecting previously unselected package webbrowser-app-assets.
/var/log/upstart/otto-setup.log: Unpacking webbrowser-app-assets (from .../webbrowser-app-assets_0.21+13.10.20130729-0ubuntu1_all.deb) ...
/var/log/upstart/otto-setup.log: dpkg: error processing /var/cache/apt/archives/webbrowser-app-assets_0.21+13.10.20130729-0ubuntu1_all.deb (--unpack):
/var/log/upstart/otto-setup.log: trying to overwrite '/usr/share/webbrowser-app/assets/cancel@30.png', which is also in package webbrowser-app 0.21+13.10.20130730-0ubuntu1

So it seems two packages of the same version try to install the same file to the same place.

This was very likely introduced by trunk revision 242 (http://bazaar.launchpad.net/~phablet-team/webbrowser-app/trunk/revision/242).

Since revision 242 there is no package named webbrowser-app-assets any longer. The files that it installed are now installed by webbrowser-app. On a fresh install this is not going to be a problem, but we need to handle upgrades from a previous install as well.
