Failure in the install step should show in the result bundle

When a test definition lists steps other than run, any failure in those steps (such as a missing package or inability to download the package) is not represented in the results bundle. There is no indication that the test failed.
The results bundle should list the test definition in the results bundle even if "run" has not yet been executed, effectively making the install step an additional test in the definition?
To test, just add an install step to a YAML definition, listing a missing package:

  deps:
      - missing-package
