Bug Description

Twitter moved to API v 1.1 (https://dev.twitter.com/docs/api/1.1/overview)
This makes older 3.x version useless and all software, that depends on it will be broken.

libnet-twitter-perl 4.x is already in Raring and Saucy.

You're right for availability in Raring and Saucy, but many people are using LTS in server environment.
So it's still useful to backport it to Precise.
