Bug Description
With recipe 1.6.4, it's apparently not possible to use a config without addons, such as this one:

I have reasons to believe that this might be different with recipe v 1.7.0, though

Reproduced : the error is actually in openerp_command integration code, which is in turn triggered by the with_devtools option that the buildbot systematically adds.
