utah shouldn't use /data/ubuntu to write on scripts

Bug Description

We saw an error on today's smoke testing runs:
+ adb -s XXXXXXXXXXX shell 'echo phablet ALL=NOPASSWD: ALL >>
                   /data/ubuntu/etc/sudoers'
/bin/bash: /data/ubuntu/etc/sudoers: No such file or directory

and ogra says: can you make sure the script doesnt use /data/ubuntu (and preferably a file in sudoers.d )

This is for touch runs, as you probably can guess from the adb command

yeah, this was a carryover from before the flipped images, and left in place intentionally so that if we ever needed to support legacy images we could, and because they had a link that made it possible to continue using this path. It's changed now though.
