Improve messaging when clicking links on timedout session

Bug Description

When the session timedout, clicking links on the panel displays "An error occured. Please try again.".

Clicking the link multiple times would not help. we should provide a better messaging or redirect the user to the login page.

How can one reproduce this bug? I tried to click some panel links and some tab and table links. Clicking always redirect me to the login page.

Try clicking on links that open a pop-up, like clicking the Edit actions.

The user just encounters and error on the screen that has nothing to do with the real problem. This is going to require a change as to how modals handle errors.
