    Adds API version discovery support for V3 (now v2.1)

    Adds version information for the V3 API (now v2.1) which is only displayed
    when the V3 API (v2.1) is enabled. Even if the the V3 API (v2.1) is enabled the
    V3 API (v2.1) status is "SUPPORTED" and the V2 one "CURRENT". This was
    done so autodiscovery tools would not yet use the V3 version by
    default.

    Ports the relevant parts of the version extension and associated
    tests to the V3 API (v2.1) to display V3 (v2.1) version information for /v3 (/v2.1) GET
    requests.

Although this bug says "v3," the "v3" release has since changed to "v2.1"
