Bug Description

The last commit into puppet-rabbitmq was over a month ago. The latest build was done on 7/19 and contains newer upstream code that breaks COI installation.

err: Could not retrieve catalog from remote server: Error 400 on SERVER: Puppet::Parser::AST::Resource failed with error ArgumentError: Could not find declared class rabbitmq::server at /usr/share/puppet/modules/nova/manifests/rabbitmq.pp:61 on node control-server.local.lan
warning: Not using cache on failed catalog
err: Could not retrieve catalog; skipping run

Specifically, the manifests have been changed and the server class no longer exists.
