Online accounts SIP settings looks like it doesn't work

Bug Description
When adding a SIP account to online accounts, the settings area is blank for over a minute then the settings appear - but you can hit the cancel/done button and there's no indication in the UI that it's busy . It just looks like it doesn't work unless you persivere and wait for a while. After adding an account it seems to ignore when the "use this account to call landlines and mobile phone", clicking Done and going back in (it's quick this time) and the tick is missing (this is the "dispay wrong values" bit.
