Bug Description

The documentation of ceilometer metrics here: http://docs.openstack.org/developer/ceilometer/measurements.html do not clarify as to whether the output of cpu_util gives the host CPU utilization or the guest VCPU utilization. Moreover, if a VM has been allocated more than 1 VCPU, it is unclear whether the output is the summation of the utilization of all VCPU's or just 1 VCPU, in case it gives the VCPU utilization.
