Terminal does not use shell field in /etc/passwd

Bug Description

- Installed zsh: apt-get install zsh
- put some ~/.zshrc file on ~phablet for prompt customization
- Changed user phablet's shell to /bin/zsh (chsh -s /bin/zsh phablet)
- Rebooted, confirmed it works by ssh'ing to the phone (nexus 4 with ubuntu touch saucy latest version, flashed July 17 2013 and apt-get dist-upgraded July 18 2013)
- Launched terminal from list of apps
- echo $SHELL returns /bin/sh, not running zsh at all

What is expected:
- Terminal app should call zsh with properly colored prompt as of ~/.zshrc

Can someone please test this on a more recent image with the latest terminal reboot in the store and see if this is still an issue?
