Dash title "Search your computer and online sources" should update according to privacy setting

The Dash has a title that is shown when the mouse is over the icon and in the search area in "Dash Home", it says "Search your computer and online sources" even if user sets the Dash not to "include online search results". This title then turns to be false, because the user can only search the computer.

So this title should be updated according to "include online search results" state in Privacy.

The text in the search box of the home scope should also change to reflect the privacy setting.

The search field in the Dash itself should also update. It still reads "Search your computer and online sources" when online search has been disabled.

The best place to fix this is in Unity. I tried changing the string in the unity-home-scope itself, but it doesn't properly propagate down to Unity. With the work done for bug #1101662, it was pretty easy to fix this issue as well.
