From the DpkgTerminalLog.gz :

Setting up aiccu (20070115-15.1ubuntu1) ...
Response not accepted: Login failed, login/password mismatch.
Files /usr/share/aiccu/conf-templates/aiccu.conf and /etc/aiccu.conf differ
start: Job failed to start
-------------

If you enter a wrong username/password things will not work. Nothing much the package can do about.

According to var.log.aiccu.log.txt AICCU is also being restarted a *lot*, what is causing that?
The TIC server will not accept repeated logins and will ban the account in question as per this section from the AICCU README:
8<-----------
WARNING: Never run AICCU from DaemonTools or a similar automated 'restart' tool/script. When AICCU does not start, it has a reason not to start which it gives on either the stdout or in the (sys)log file. The TIC server *will* automatically disable accounts which are detected to run in this mode. Use 'verbose true' to see more information which is especially handy when starting fails.
