Welcome screen should offer option to create document from clipboard

Bug Description
If you want to start working on a text copied from another source, you first have to create a new document in Scratch before you can actually paste the text into the new file. It would be nice to have a third option in the Welcome screen which allows you to create a new document from the current content of the clipboard (so the content of the clipboard is directly copied into the new document).

I don't think this is that necessary. A clipboard history would be enough.
Hitting ctrl+v on a new document should show a list with the last 5/10 copied texts.
