ISO missing /casper/vmlinuz.efi unable to install

Bug Description

1. Run the wizard
2. Create an ISO
3. Burn ISO to CD
4. Boot from CD
5. When selecting any option the error message appears: /casper/vmlinuz.efi: File not found

If I manually add the file to the ISO, then the CD fails to Boot.

Main OS: Ubuntu 13.04 64bit
Kernel: 3.9.7-030907-generic

The base for the build ISO is: Ubuntu 13.04 64bit
Ubuntu Builder Version: 2.4.1

Tried selecting in settings/advanced/make a a USB live system but the same missing file.

I found if I create a USB disk, and extract the missing file from the template ISO, then manually add, I can boot up without the error.

So why isn't the Builder adding this missing file?
