[security] add a 'Require my password when logging in' checkbox

Bug Description

According to the design at https://wiki.ubuntu.com/SecurityAndPrivacySettings the Security tab should have a "Require my password: When logging in" checkbox.

However, this feature doesn't actually work correctly in Ubuntu yet. (It disables the password and breaks sudo and policykit authentication prompts, see bug 1200283).

I'm attaching my work-in-progress patch.

It also probably needs a LockButton linked with PolicyKit.

Also, when "log in without a password" is set, the other two checkboxes should immediately make the other two checkboxes insensitive and inactive. Be careful not to touch the underlying gsettings values because when "log in *with* a password" is re-set, those boxes should be sensitive again and reflect the gsettings values.
