Can't branch with bzr+ssh if tags are used

Bug Description

This is a new problem with 0.16 (worked on 0.15, and works over sftp):

[niemeyer@burma ~/src/project]% bzr branch bzr+ssh://chinstrap/home/warthogs/archives/project/trunk
bzr: ERROR: Tags not supported by BzrBranch5('file:///home/niemeyer/src/project/trunk/'); you may be able to use bzr upgrade --dirstate-tags.

I think we will just remove the tarball hack and branch through the
container stream rpc in 0.19.

This has been fixed in 0.91 because the default format used for the temporary repository now supports tags.
