[toolkit] Toolbar items should allow for longer text

Bug Description

The toolbar should account for longer text by dynamically adjusting the spacing between two toolbar items and also between a toolbar item and the app window borders. This is an issue bound to occur more frequently as applications are translated to other languages where the translations could be much longer.

for the "Neuer Termin" I can imagine that we would have an icon (a + or something that represents new), and the text could say only "Termin". I think we should not add more than one (preferably short) word to each of the buttons in the toolbar.

Are there design guidelines for this?

@Tim, I agree that some of the toolbar text can be shortened. For instance in the clock app the toolbar text is current "Add City" instead of just "City". However I still believe that the SDK should account for the toolbar items text length to avoid the overlapping issue in the future. It could very well be a long text that a developer wants and this bug prevents that from being implemented.

At the moment there are no design guidelines for this. But this is something I will raise with the design team next week.
