Bug Description
Especially with the recent release of zc.buildout 2.2.0, that requires setuptools >= 0.7, we need to control bootstrap options, so that, e.g, older buildouts can still be built, etc.

Done, and separated in a dedicated method of the configurator, so that alternative post_dl_steps (packaging...) can use it
