Track properties box expanding badly

Bug Description
Go to a track, right click, hit properties. If you increase the size of that window, the comments section (the only bit which can hold a lot of info) is constrained to a few lines so doesn't expand, so instead the grey space below 'reload track metadata from file' does.

The comment box was set to a fixed size with scroll bar if necessary for the v1.11 release because of this bug:
"Track info dialog too high for netbooks ", see lp:996246.
When fixing this bug, please make sure to check that the default size of the Track info dialog does fit Netbook's screen resolution.
