ceilometer tests need to be enabled/cleaned

there are quite a few 'tests' that aren't detected by testr so they are never run. we need to either enable them or delete them.

example:
ceilometer.tests.publisher.test_rpc_publisher.py - multiple tests that aren't connected to testtools.TestCase and thus never discovered

    - re-enable a bunch of tests that currently aren't being discovered
    and thus never run.
    - delete notificationclient and its tests since no one uses it.
