Make rsync a default SST method

Bug Description
Rsync-based SST has seen years of production usage right now and is clearly preferred over mysqldump. It should be made a default. (xtrabackup may be even better, but takes more effort to configure)
This will
a) make configuration even simpler. By default you don't need to configure SST at all (as of now you either need to set wsrep_sst_method to rsync or wsrep_sst_auth to user:password)
b) resolve issues with mysqld --help not working if bind address is set to 127.0.0.1 and such

Sounds good. mysqldump has its own issues with bind_address (which breakss transition (from mysql to galera)) for some.
