Bug Description
My Olivia KDE RC system was set up, from scratch, as UK English, and all patches installed up to 27/06/2013.
On going to KDE System Settings then Local, the Country tab is correctly set as "United Kingdom" but the Languages tab is frozen at 0% (see screenshot). Hence the UK English locale cannot be set up fully. (The tabs to the right - Numbers etc. - are fully available).
This is fully reproducible - I reformatted and reinstalled with the same result.

I have the same problem, but I don't know if it's limited to en_GB.
