When moving the mouse to a nonint point, it gets stuck

Bug Description

As pointed out by balloons and netcurli on IRC, there's a problem when we try to move the mouse to a non-integer position.

The problem is shown on this branch: http://bazaar.launchpad.net/~djfun/+junk/autopilot_toolbar_problem/view/head:/tests/autopilot/untitled5/tests/test_main.py

It tries to show the toolbar by dragging it from the bottom of the window, but the stop_y position is non-integer which causes the test to hang.
