ACQ: Updating a Fund on a Line Item No Longer Updates the Debits

On 2.4 when you update the fund (using the batch updater on a purchase order) of a line item that is in a state of "on-order" or "received" the debits and encumbrances do not update to use the new fund.

On 2.2 when you update the fund (using Actions -> Apply Funds to the Selected Items) the debits and encumbrances are updated as well to use the new fund. This is the desired behaviour as users may accidently use the wrong fund for a line item and need to correct it after ordering and/or invoicing for the item.
