cairo2.0-cil is needed to build packages that don't depend on it

Bug Description

I've had problems building both muine and tomboy on feisty and now gutsy.

both times it failed because the build needed libmono-cairo2.0-cil. this is *not* a dependency of those packages however. it shouldn't be needed to have libmono-cairo2.0-cil installed. see this bug for details: http://bugzilla.gnome.org/show_bug.cgi?id=392217

as a quick fix, we could make mono depend on libmono-cairo2.0-cil by default. as a long term fix, we need to find out which mono component pulls in the dependency on libmono-cairo2.0-cil.
