natural scrolling by default

Bug Description

It seems the latest GNOME shows an option for natural scrolling in the mouse/touchpad settings. We should figure out how/where they are setting this and make it the default in Pantheon

Have they fixed the problem of it scrolling naturally on jumpy scroll things and reverse on smooth scrolling systems(Synaptics touchpad)? When I had the natural scrolling mouse settings installed on Lubuntu and it got the gtk3 scroll areas in some windows those went to normal scroll.

The setting 'natural scrolling' is lost every time I log in. It only works for my touchpad but not for my mouse. Please make the setting persistent between login sessions. Also one should be able to configure for which device the natural scrolling should be enabled.
