Time zone isn't saved correctly

Bug Description

This bug is reported too in https://bugs.kde.org/show_bug.cgi?id=317999 but it must be kubuntu related and with some importance.

System is: KUbuntu 13.04 Raring, KDE 4.10.3

Time zone isn't saved correctly. My time zone is Europe/Madrid (UTC+2) and when is selected it's the same UTC time, when i update & sync time via ntp it config to UTC time, and when i restart the computer it's set to UTC time althougth i set manually my time. The only manner to mantain a time is set time zone to UTC and config digital clock widget to use Europe/Madrid time zone in default, but other applications like firefox (Gmail) and others use UTC time (example http://img600.imageshack.us/img600/4306/wk6.png)

Testing some things, i view /etc/localtime content:
- When is UTC time zone selected:
  $ ls -l /etc/localtime -rw-r--r-- 2 root root 118 mar 14 10:46 /etc/localtime
  $ cat /etc/localtime
  TZif2UTCTZif2UTC
  UTC0
-When is Europe/Madrid (UTC+2) time zone selected:
  $ ls -l /etc/localtime lrwxrwxrwx 2 root root 22 jun 20 11:50 /etc/localtime -> ../posix/Europe/Madrid (symlink is broken)
  $ cat /etc/localtime cat: /etc/localtime: No existe el archivo o el directorio (File or directory doesn't exist)

If i set manually a symlink in /etc/localtime to /usr/share/zoneinfo/posix/Europe/Madrid after a few seconds it works as it should (Time is set ok and all applications like firefox/Gmail and others show time like they should) and it's maintained if i restart the system, but if i enter in set time/zone configuration, /etc/localtime symlink is broke again.
