Network Manager not starting vpnc on 13.04

Bug Description
I use a vpnc tunnel which worked properly through NetworkManager in 12.10 and earlier. On 13.04 NetworkManager never invokes vpnc when I tell the NetworkManager GUI to start the tunnel. The configuration hasn't changed since the upgrade.
I can run vpnc-connect manually with no issue, but NetworkManager won't. The GUI shows the check mark as if its started the tunnel but vpnc itself is never invoked.
Any ideas on how to debug this? Running NetworkManager with a DEBUG log level doesn't reveal anything. The only reference to vpnc is
<info> VPN: loaded org.freedesktop
which occurs at startup not when I invoke the tunnel from the GUI.
