Bug Description
/home/oem/
Occurs on both amd64 and i386 installations.
Steps to reproduce:
1. Start the installation
2. At the keyboard-human screen press space bar
3. Press F4 and select OEM installation
4. Press down arrow key to select 'Install Ubuntu'
5. Leave the default selections and enter the OEM password when prompted
6. Reboot when the first stage of the OEM installation is complete
7. It could be noticed that the 'Oem config' desktop short cut will not be present on the desktop when the machine reboots
8 It could also be observed that the oem packages (oem-config and oem-config-gtk) are not present in the current images

I tried recreating this using a saucy amd64 image dated 20130625 and was unable to. Is this still an issue for you?
