can't launch VMs due to libvirt configuration

Bug Description

Need /dev/net/tun added to the cgroup_device_acl for qemu in libvirt's config:

launching VMs is failing with

raise libvirtError (\'virDomainCreateWithFlags() failed\', dom=self)\n', u"libvirtError: internal error process exited while connecting to monitor: char device redirected to /dev/pts/0\nkvm: -netdev tap,ifname=tapd480380c-f6,script=,id=hostnet0: could not open /dev/net/tun: Operation not permitted\nkvm: -netdev tap,ifname=tapd480380c-f6,script=,id=hostnet0: Device 'tap' could not be initialized\n\n"]

libvirt-bin 0.9.8-2ubuntu17.10 is the Ubuntu package being used
