Behavior of swift middleware when rabbitmq is down
This change allow to configure the behavior of swift middleware
when rabbitmq is down.
3 policies are available:
- default: just wait rabbitmq come back and block swift request
- drop: drop the sample and continue the swift request
- queue: create a local queue of sample remaining to send on the rpc bus
default is the actual behavior before this change.
