    Add delegated_auth support for keystone

    blueprint: delegated-auth-via-oauth

    need to be reviewed:
    * create_request_token
    * create_access_token
    * authorize_token
    * backend kvs for above mentioned functions
    * backend kvs for consumer CRUD
    * unittests for consumer CRUD
    * unittests for OAuthFlow (up to using access token)
    * list user authorizations
    * delete user authorization
    * keystone token generation (Authenticate in core)
    * get authorization pin
    * sql backend
    DocImpact

Keystone does not have a public V3 API Guide - all docs are on api-site only.

Keystone supplies their own spec through markdown docs currently in place.

No bug for openstack-manuals. Fixed on api-site.
