upper-left "x" doesn't work in Fallback mode

Bug Description
I recently did a clean install of Ubuntu 13.04. (I formatted my hard drive and installed Ubuntu and then did all the updates so my copy would be current.) I have gnome-session-
When I'm in "fallback" mode, when a window is maximized the three buttons on the top left of that window are not usable. Clicking the "x" (to maximize), the "-" (to minimize), or the square causes the window to lose keyboard focus, but the window does not get maximized or minimized or change size. I can still use the keyboard shortcuts (Ctrl-Q) to close the window, or I can go to File->Quit.
For some reason this problem only appears to affect windows that are fully maximized when the program starts up. If a program starts up not maximized, I can use the controls to maximize and then un-maximize the window. But if I maximize the window, close the program, then start the program again and it starts maximized, the bug is active and there's no way to unmaximize the window.
This bug does not happen when I'm in the the regular GNOME mode.
I was able to produce this bug on my system with Firefox 21.0 and RhythmBox 2.98 and LibreOffice Calc and LibreOffice Writer.
