Mouse and touchpad settings not recalled after logging out and then logging in again

Bug Description

Under Ubuntu 13.04, I'm finding I can change mouse and touchpad speed settings using the Settings Window (System Settings > Mouse and Touchpad). These changes are retained after closing the Settings Window. However, the changes to the settings are NOT SHOWN on re-opening the Settings Window. Instead, the default values are shown. More importantly, the changes are not retained after logging out. When I log in again, the settings have returned to their default values. I experimented with changing mouse speed settings using xinput, and found, similarly, that these changes affected the current session but weren't retained for future sessions.

A similar problem is reported under Bug #1176035, and I will likely append this bug to that report. However, that user reports (perhaps mistakenly?) that changes to mouse speed settings are not retained after closing the Settings Window.
