Orca on 13.04: does not appear the settings windows

Bug Description

On Ubuntu 13.04-64bit (raring/main amd64), unlike previous versions of Ubuntu, when I run Orca the settings window does not appear: the program starts welcoming in my language (Italian), but immediately after it begins to speak in English and there is no way to set my own language.
Without the setting window, it's even impossible to exit the program, unless you kill it witn a command from the terminal.
On Ubuntu 12.10 and on the previous releases the settings window appeared immediately after starting of Orca, now on Ubuntu 13.04 there is no way to show it on the screen.
On my pc there is the latest version of Gnome-Orca: 3.8.0-0ubuntu1.

I hope it will be possible to bring up the settings window also in Raring Ringtail.

This was a change made by upstream. I suggest you take it up with upstream. In the meantime, you can get Orca's preferences window up by pressing insert + space bar once Orca is loaded.

Once Orca is loaded, Insert + space make the lock-screen.

I'm trying to support a blind user on an open source project I'm working on,,,, and I can't figure out how to open the Orca preferences. I'm on a laptop, Insert is the same key as Printscreen, and all that 'insert space' does is open screenshot.
