Net config applet's icon can't move.

Binary package hint: gnome-panel

It's the icon of an Wireless Net Config Applet, once I moved the icon to the right end of the panel up on the screen, I got no way to move the icon left anymore.
P.S.: I'm using Ubuntu 7.04, and there is such a link on the "About" message of the Wireless Net Config Applet, http://www.gnome.org/projects/NetworkManager/

I am unsure how to take a screenshot. If informed how I'll gladly do it.

The standard method of moving any panel icon is to right click on it and click move. This option is not available for this icon. Thus I now have a huge gap surrounding my wireless icon, which looks rather odd!

I seems to have the same problem in Intrepid, after updating the service pack my wireless icon is now stuck at the right most side of panel and I can't move it to the left.
