backgrounds always imported from /usr/share/backgrounds no matter what I selected

Bug Description
I changed my background folder to ~/pictures but it still imports them from /usr/share/
How to reproduce:
1. Open system settings and go to the appearence plug
2. Change the folder to Pictures or something else using the drop down in the lower left corner
3. All pictures in the chosen folder appear
4. go back to the main view/system settings pane
5. Open the appearence plug
What happens:
It loads your wallpapers from /usr/share/
What should happen in my opinion:
It should load the pictures from the folder I selected (~/Pictures)
